Neighbours cat attacking mine

I have a 18mth netured male, my neighbours cat is a male netured and aprrox 3 yrs old .. for the last 8mths hes has been attracking mine and hunting him like hes a mouse, my cat has been bitten and scratched by this other cat it happens so reguarly now about 3 times a week.. my cat is now scared of going out into my garden as the neighbours cat just jumps on him biteing and clawing him, i first thought this was a territory problem but now im not so sure as it been goin on for so long. iv tried scareing the other cat out of my garden with a water pistol but he just keeps comeing back, iv tried talking to the neighbours but they just dont seem to care as it isnt their cat being bullied!!
Help could do with some advice

RESPONSE:
You have 2 options. Keep your cat inside all the time or build a fence around your yard that will keep other cats out. You could try putting a deterrent around the perimeter of the yard to discourage the other cat from comming in your yard but I can't say how effective this would be. Otherwise, there is not much you can do to control other perople's cats. Sorry, wish we had a better answer for you.
